  TITLE: State Director of Public Affairs

REPORTS TO: Regional Director of Public Affairs

LOCATION: Albany, NY

REASON FOR OPENING: Replacement

POSITION PURPOSE:
To provide leadership, coordination and support for state advocacy efforts to maximize the effectiveness of March of Dimes advocacy in New York.

 



POSITION RESPONSIBILITIES:
  • Maintain March of Dimes position at the state capitol as a proactive, visible organization that takes the lead on maternal and child health issues in New York.
  • Recruit high-level volunteers who serve on the State Public Affairs Committee and provide leadership on the statewide advocacy agenda.
  • Manage and expand the State Public Affairs Committee to include a diverse volunteer base of committed high-level volunteers.
  • Direct the development and implementation of an annual state public affairs plan/budget focusing on the Foundation-wide Public Affairs Priorities.
  • Develop, plan and implement an annual lobby day event at the state capitol for statewide volunteers and staff.
  • Track, analyze and disseminate updates on key bills identified as March of Dimes priorities.
  • Coordinate and maintain a resource list of volunteers and staff who have access to Members of Congress, both US Senators, the Governor, state legislature and officials.
  • In collaboration with the March of Dimes Public Affairs Consultant, increase awareness and support of March of Dimes issues among the Governor and key state policy makers.
  • Act as gatekeeper for internal clearance policies to ensure that the March of Dimes speaks with one voice to convey a consistent message to state policymakers.
  • Prepare effective and concise support materials and training (issue fact sheets, speaking points, briefing and position papers, testimony) for use by volunteers at key public affairs activities.
  • Work with the State Public Affairs Chair to communicate regularly with the chapter and division lead public affairs staff and boards of directors on public affairs issues and activities with appropriate follow-up and action steps.
  • Participate as an active member of the chapter management team by providing input on statewide issues involving mission, fundraising, communications and operations


QUALIFICATIONS REQUIRED:
  • 3-5 years legislative experience and knowledge of public policy required (maternal and child health preferable).
  • Advanced degree in public policy, maternal and child health, health advocacy or related field a plus.
  • Skills in leadership, organization, volunteer recruitment and development, and communications required.
  • Demonstrated strong verbal and written skills and interpersonal skills.
